2009 CCCAOE Excellence Award Winners

In the spring of 2008, Northrop Grumman approached Antelope Valley College (AVC) to deliver technical training to their “new hires” as a part of the Aircraft Fabrication Program. Northrop Grumman Integrated Systems employs more than 9,000 aircraft and systems integration professionals; and they provided a team of their trainers to work with AVC’s staff to modify the existing Aircraft Fabrication Program curriculum. Thus, the partnership was formed.

Northrop Grumman requested that AVC offer an aggressive Summer Semester schedule that provided 16-unit blocks of coursework, which was over the 9-unit maximum and required specific orientation sessions before students were allowed to enroll. Northrop Grumman actively promoted the courses offered for credit and open enrollment to their employees as meeting corporate standards for entry-level structures mechanics. The program announced that Northrop Grumman would be interviewing students for employment from the classes. Due to this special recruitment by Northrop Grumman, the courses filled to the maximum capacity of 24 on early enrollment. Of the 22 students completing the class, Northrop Grumman hired 86%. This training and hiring process saved the company approximately $152,000 in human resource costs.

Because of this overwhelming success of the program, Northrop Grumman produced and printed a full-color tri-fold brochure highlighting the program at AVC and the partnership. In view of this partnership, AVC is able to offer high-skill, high-wage jobs with the nation’s premier aerospace companies; and Northrop Grumman is able to hire skilled workers from the local community.

Dr. Kay Faulconer Boger, Dean~Community Resources, Economic Development & Off-campus Programs – Ventura College

Kay is the dean of Community Resource and Economic Development at Ventura College. Kay is respected throughout the Region as an innovator and a leader of change in the area of occupational education and economic development. She developed the college’s institute for Community and Professional Development as a vehicle to support countywide economic development. She actively serves on the Board of Directors for the Chamber of Commerce, Workforce Investment Board, and Ventura County Civic Alliance.

Kay has served a major leadership role in the enhancement of Ventura College’s East Campus, and has most recently helped to implement a Youth Entrepreneurship program in partnership with the Oxnard and Ventura branches of City Corps.

Finally, she has supervised and implemented programs to encourage personal, professional development and lifelong learning.

Excellence in Teaching

Rayvell has been a welding instructor and served as department chair at Allan Hancock College for almost 30 years. Rayvell puts in an extraordinary amount of time and commitment to making his program a model for the community and our country. He has a drive to assure student success, and he treats each student as if he/she is the most important person in his program.

Rayvell works creatively with industry by having employers come into his classroom to provide up-to-date demonstrations and lessons. He has renowned metal artists display their craft, helps students develop and produce ornamental iron pieces. Thus, his classes include extensive field trips, project-based instruction, up-to-date curriculum, and student participation in the learning process. Rayvell’s unique style of teaching has led his students to report that he is the “best teacher” they have ever had.

The tribute award was accepted posthumously by his sister and brother-in-law Tami and Dan Shannon.
