FROM THE PRESIDENT 

A Pat on the Back

Dear Colleagues,

It has been a tremendous honor to serve as CCCAOE President for the past two years, and I want to sincerely thank all of you who have made my tenure such a rewarding experience. I have benefitted from the exposure to your outstanding examples of leadership and commitment to our CTE and EWD missions. Our constituency is the hardest working, most creative group of individuals in the CC System, and while we may play "second fiddle" there is no mistaking the importance and impact of the work you do.

I recently reviewed the ARCC 2010 report and want to draw your attention to certain findings that attest to the remarkable job you do. To cite the Executive Summary of Systemwide Performance, the most notable findings at the state level include the following:

  • Community college students who earned a vocational degree or certificate in 2003-2004 saw their wages jump from $25,856 (for the last year before receipt of the award) to $57,594 three years after earning their degree (2007), an increase of over 100 percent.
  • In 2008-2009, the system contributed to the state's critical health care labor force, as 8,515 students earned degrees or certificates in nursing.
  • The system's contribution in 2008-2009 to the state's workforce included 64,617 associate degrees and certificates in vocational/occupational areas.
  • The Completion Rate for Vocational Courses in 2008-09 was 77.5%.

These are truly powerful outcomes that impact lives today and in the future. When we are mired in program review, budget meetings, accreditation reports, scheduling struggles, and curriculum wrangles, we need to remember these outcomes. Well done, everyone!

FALL 2010 CONFERENCE ~ What IF - - -

California Community Colleges are in a wonderful position to make positive, substantial changes in all aspects of the way we do business. Times of unrest and uncertainty provide opportunities to invent new systems, partnerships, programs, processes, and working relationships. Our Fall 2010 CCCAOE Conference theme is "What IF - - -" and you are encouraged to submit proposals that demonstrate the major positive results that happened by simply asking and answering "What IF - - -".

It's not too late to submit a proposal for the Fall Conference that highlights recent successes. Consider inviting your business partnerships and students to be co-presenters. What significant changes have you or your outstanding colleagues and business partners you work with recently made by simply asking the questions "What IF - - - we *change our approach to situations?  *invite new partners to the table?  *take the leadership role?  *work smarter?  *have fun?  *focus on student success?  *strengthen CTE Programs?  *increased productivity?  *streamlined processes?  *improved communications?  *effectively use technology?  *combined programs?

AB 1903 (Fong): CCCAOE's Game Changer

April 7, 2010 was an historic milestone for CCCAOE. On that date, CCCAOE's first co-sponsored bill, AB 1903 (Fong), was unanimously approved by the Assembly Labor Committee.

AB 1903 would direct the Employment Development Department to develop a comprehensive, intuitive website linking job openings, skills assessment and training opportunities at institutions of higher education. In simple English, job seekers could go to one site to find which companies are hiring, what skills are needed and which colleges are offering the relevant training. In this economy, what can be more valuable?

Needless to say, the bill is far from finished. The Employment Development Department, while not formally opposing, has tagged it with a $9.6 million development cost and $1.3 million annual operating expense. In this day and age, when any bill costing over 50 cents is automatically referred to the nebulas world of the "Suspense File," we have no idea whether AB 1903 will survive.

Career Ladders Project Providing Direct Assistance on an Innovative Dual Enrollment Project

The Concurrent Courses Initiative: Pathways to College and Careers (www.concurrentcourses.org) provides support to eight secondary/postsecondary partnerships in California as they develop, enhance and expand career-focused dual enrollment programs. The initiative aims to strengthen college and career pathways for low-income youth who are struggling academically or who are within populations historically underrepresented in higher education by providing them with rigorous, supportive and career-focused dual enrollment opportunities.

Look What We Have Done: What is next?

I want to thank you all for your ongoing engagement and unanimous support for the amended Bylaws. We received a significant response from our members with nearly unanimous support for the amended Bylaws. Here is a look back at what we have done and what's next for CCCAOE.

Three years ago we employed the services of a legislative advocate to provide us with a voice in Sacramento and guide us as we set and implemented the strategic goals of our membership. We have engaged in substantive conversations with external organizations and the legislature about career technical education and workforce issues. The leaders of this organization will continue to work on the issues of concern with other organizations and build relationships in Sacramento.

Green Career Pathways Partnership

Bay Area Environmental Training Center (BAETC) and
Eden Area Regional Occupational Program (ROP):
A Solar/Alternative Educational Partnership

The Bay Area Environmental Training Center (BAETC) Solar unit (see photos) has been utilized to provide a live demonstration of all aspects of solar technology including "generator mode", "PV array only mode" as well as live "grid connect mode" for Secondary Education (Junior High and High School), community college and four-year college students. The unit is designed to inspire students to begin planning their "Career Pathway" and obtain the skill sets for the emerging jobs in "Green Careers."

In early spring of 2010, the BAETC loaned the Renewable Energy portable solar unit to the Eden Area ROP to expose junior and senior high school students to alternative energy sources. Students will learn . . . read more
